Ain El Basha Mixed-Use Development

Strategic mixed-use development and value-engineering case: an integrated vertical destination strategy with 3D excavation value engineering.

Each level carries a distinct commercial role, customer segment, unit format and revenue profile — driving purposeful vertical circulation, cross-visitation and longer engagement without duplicating tenant income.

Continuous loop ramp and cascading 3D benching indicate potential savings of up to US$500,000 and a potential 35–45% reduction in substructure concrete and steel, subject to final design, baseline confirmation, technical review and authority validation.

Developer eligibility evidence

ISPC is led by Isam Jamil Shahrour, Founder, Managing Director and Lead Strategist. He originated the Ain El Basha development concept before the land acquisition and has led its evolution from pre-acquisition strategy through land assembly, ownership restructuring, road registration, subdivision, rezoning, master planning, commercial positioning and the current investment-readiness programme.

  • Origination before acquisition — the investment thesis and land-development strategy were initiated before purchase, demonstrating active development creation rather than passive ownership.
  • Planning and land reorganization — the development pathway includes land reorganization, registered roads and subdivision.
  • Land-value creation — rezoning into two commercial land-use categories increased land value: linear commercial land use (6 plots) and central commercial land use (11 plots).
  • Integrated commercial architecture — market demand, unit planning, leasing logic, finance, engineering, governance and execution connected through one owner-led development process.
  • Continuity of leadership — the same development lead has maintained project-specific knowledge and decision continuity from origination through the present investment-readiness.
